Building consent fees in Auckland are set by Auckland Council and reviewed periodically. The fee schedule is published on the Auckland Council website and is calculated based on the value of the building work. For most residential renovations and extensions, the total consent fee sits between $4,000 and $12,000, depending on project value and the number of inspections required. This is a council charge and is separate from everything your architect and engineer charge you.

How is the processing fee calculated?

Auckland Council calculates the building consent processing fee using a tiered scale based on declared project value. For residential work, the processing levy is approximately 0.7 to 1.2 percent of the declared value of the building work, with a minimum fee. A $500,000 renovation might attract a processing fee of around $4,500 to $6,000. The council may also charge an additional levy for complex consents or consents that require specialist input such as a fire engineer or geotechnical engineer review. The exact fee is confirmed at lodgement when the consent officer assesses the application.

Under the Building Act 2004, council has 20 working days to grant or refuse a building consent from the date of lodgement, provided the application is complete. The clock stops if a further information request is issued and starts again when you respond. Incomplete applications are the single biggest cause of consent delays. A complete, well-documented application from a competent designer takes 20 working days. A poorly documented application can take three to four months once further information rounds are included.

What do inspection fees cover?

Building inspections are charged per visit. Auckland Council's residential inspection fee is approximately $180 to $250 per inspection depending on inspection type. A typical residential extension might require: a foundation inspection before the concrete is poured, a pre-line framing inspection, a plumbing and drainage inspection, an insulation inspection, a post-line inspection, and a final inspection for the code compliance certificate (CCC). Six inspections at $220 each is $1,320. Larger or more complex projects require more inspections. Reinspection fees apply when a trade has not completed the required work at the time of inspection.

Inspections cannot be skipped. The building consent will specify which inspections are required and at what stage. If a stage is covered up before the inspection, the inspector may require you to open it up again. We schedule inspections to align with the programme so the work is ready and the inspector's visit does not hold up the next trade.

What is a project information memorandum?

A project information memorandum, referred to as a PIM, is a document from Auckland Council that identifies information held by the council relevant to a specific property and proposed building work. It covers: known natural hazards, stormwater drainage requirements, Watercare sewer connection obligations, any designations or notices affecting the property, and council infrastructure in the vicinity. A PIM costs around $500 to $700 and takes 20 working days to process. It is not required as part of a building consent application but is strongly recommended for any significant renovation or extension. Information in a PIM can affect the design and avoid expensive surprises mid-construction.

What are development contributions?

Development contributions are a charge levied by Auckland Council when a building project creates additional demand on council infrastructure: roads, parks, water, wastewater, and stormwater. For residential work, development contributions are typically triggered by: creating a new dwelling, adding a habitable room to an existing dwelling, or increasing the number of bedrooms in a dwelling. Renovating an existing bedroom or adding a non-habitable space such as a garage does not typically trigger development contributions.

Development contribution rates vary by location within Auckland. As a general guide, adding a bedroom to an existing dwelling can attract a development contribution of $8,000 to $20,000. The exact figure is calculated by Auckland Council based on the development contribution policy applicable to the project location. Development contributions are not part of the consent processing fee and will be invoiced separately before the CCC is issued.

What costs are not included in consent fees?

Building consent fees do not cover: architect or designer fees for preparing the consent drawings and specifications, structural engineering fees for design and producer statements, geotechnical engineering where required, any specialist consultant reports required by the consent (such as fire engineering or energy reports), plumbing and electrical certifications, and resource consent fees if the project also requires resource consent. Total professional fees and consent charges on a $500,000 renovation typically run $50,000 to $80,000 on top of the build cost.
